@Devanshu -- perhaps, but the question that was answered by that response was:
My library has been contacted by a commercial search engine company about contributing our catalog for use in the search engine’s system. Does the Policy permit the transfer of WorldCat-derived records from our catalog to the search engine company?
That seems more along the lines of including the records in the general search index. This posting was speculating about the change in OCLC's Policy as it might have related to the "Metadata provider" mentioned in the Google Book Search settlement.

It would seem, from OCLC FAQ, that Google Books was precisely one of the targets of the new policy:
"Since the search engine company is a commercial organization, there must be an agreement in place between OCLC and the search engine company prior to the transfer of WorldCat-derived records. OCLC can let you know if it has an agreement with the search engine company in question.
Here's the FAQ: http://www.oclc.org/us/en/worldcat/catalog/policy/questions/default.htm

Could be. The Google settlement has them setting up a big registry, with all sorts of metadata required for each book, along with copyright status, and the first thing I thought was, how and with what were they going to accomplish this?
